City of Strasbourg: The Neuhof-Illkirch Nature Reserve Workshop

The Citizen Workshop of the Reserve involved directly engaging residents in the governance of the Neuhof-Illkirch National Nature Reserve, managed by the City of Strasbourg on behalf of the State. Faced with the challenge of balancing biodiversity preservation with the wide range of uses of the area, the initiative aimed to strengthen local democracy, foster citizen ownership, and enhance cooperation among institutional, technical, and civil society actors.

A panel of 30 randomly selected citizens, reflecting the diversity of uses and sociodemographic profiles, took part in three sessions combining field immersion, collective discussions, and the co-creation of solutions. The methodology proposed by Missions Publiques was based on recognizing the value of experiential knowledge and used innovative tools such as photolanguage, reverse expertise, the deep-time walk, and the assembly of three thirds, which incorporates the perspectives of future generations and non-human living beings. Continuous dialogue with municipal services and institutional partners allowed the proposals to be tested against operational constraints.

The process resulted in an “Avis citoyen” (Citizen Opinion document) containing 24 proposals intended to inform the future management plan of the reserve. It also helped break down silos between municipal departments, strengthened trust between citizens and institutions, and created a dynamic of “reserve ambassadors”. Transparency was ensured through public feedback sessions, the publication of results, and the establishment of a shared monitoring process.

Beyond this pilot experience, the Workshop contributes to institutionalizing citizen participation in the management of Strasbourg’s natural areas, with the prospect of replicating this format for other issues and linking it with participatory work sites and citizen science initiatives. The experience has also attracted interest within the Réserves naturelles de France network, opening the way for its dissemination to other territories.
