"Local Initiatives Support Project (LISP)"
Who submits the proposal? (100 words)
Yakutia LISP is aimed at improving dialogue and building trust between authorities and citizens experiencing extremely hard living conditions of the permafrost region through support of demand driven projects identified by citizens and delivered with their contribution and broad participation. Given the local contest Yakutia LISP has a strong social focus with many projects aimed at improving social infrastructure (local roads and bridges, rural water supply system, etc.) in the remote and disadvantaged areas.
During two PB editions (2016-2017, and 2017-2018) 558 projects (56 and 502) were identified by citizens and 483 received financing from the regional budget. The level of citizen involvement is really impressive – 91,700 citizens (or nearly 15% of eligible population) physically participated in voting organized at 639 community meetings in 334 municipalities.
For the second edition Yakutia region allocated 500 mln RUB (8.3 mln USD) (5 times higher compared to the first edition). The total PB budget that also included community co-financing reached 694 mln RUB (11.6 mln USD).
Main phases of Yakutia LISP include:
- Information campaign and capacity building for local stakeholders (authorities and community leaders) conducted by the MoF with support of the World Bank experts;
- Preliminary discussions of projects ideas in communities;
- Direct voting by community members for projects that would apply for budget financing (1 project proposal per community);
- Preparation and submission of project proposals by communities to regional level competition;
- Selection of winning projects (around 80% out of all proposed) based on formal criteria indicating the actual demand and support of the project by communities (share of population involved in public discussions and voting, co-financing by population and entrepreneurship, number of project beneficiaries, etc.);
- Tender procedures for sub-contractors and projects’ implementation conducted by municipalities.
Why is it an innovative practice? (150 words)
2. Two-level PB financing mechanism (regional subsidies to municipalities) responds to the lack of resources and autonomy of municipalities under the highly centralized budgetary system in Russia. LISP is mainly financed by the region (72.2%) and co-financed by municipalities (15%), local business (5,3%) and citizens (7,5%).
3. Co-financing by business and population (used as a criteria at the second stage) improves LISP targeting, and creates incentives for community oversight. Importantly, while the local business can post-factum contribute to projects identified by citizens, it cannot influence the voting process.

- Vote direct par les membres de la communauté pour les projets qui vont être appliquée pour demander du financement du budget (1 proposition de projet par communauté);
- Préparation et soumission des propositions de projets par les communautés à la concurrence au niveau régional;
- Sélection des projets gagnants (environ 80% de tous les projets proposés) sur la base de critères formels indiquant la demande et le soutien du projet par les communautés (part de la population impliquée dans les discussions publiques et le vote, cofinancement par population et entrepreneuriat, nombre de projets bénéficiaires, etc.);
- Procédures d'appel d'offres pour la mise en œuvre des sous-traitants et des projets menées par les municipalités.
2. Mécanisme de financement de budget participatif à deux niveaux (subventions régionales aux municipalités) répond au manque de ressources et d'autonomie des municipalités dans le cadre du système budgétaire hautement centralisé en Russie.
Le PAIL est principalement financé par la région (72,2%) et cofinancé par les municipalités (15%), les entreprises locales (5,3%) et les citoyens (7,5%).
En su segunda edición, la región de Yakutia asignó 500 millones de rublos (8.3 millones de dólares americanos), una cantidad cinco veces más alta en comparación con la primera edición. El total del presupuesto del PP, que también incluyó la co-financiación, alcanzó los 694 millones de rublos (11.6 millones de dólares americanos).
Las principales fases del PAIL de Yakutia incluyen:
- Campañas informativas y desarrollo de capacidades para los stakeholders locales (autoridades y líderes de la comunidad) realizadas por el Ministerio de Finanzas con el apoyo de expertos del Banco Mundial.
- Discusiones preliminares de ideas de proyectos en comunidades.
- Votación directa por parte de los miembros de la comunidad que aplicarían la financiación de los presupuestos (una propuesto de proyecto por comunidad).
- Preparación y presentación de propuestas de proyectos por parte de comunidades para competir a nivel regional.
- Selección de los proyectos ganadores (alrededor del 80% de. total) basados en criterios formales, hecho que indica la demanda actual y el apoyo del proyecto por parte de las comunidades (la parte de la población involucrada en las discusiones públicas y en las votaciones, la co-financiación por parte de la población y la emprendeduría, el número beneficiario del proyecto, etc.).
- Procesos de concurso para los subcontratantes y la implantación de los proyectos realizado por los municipios.
