2024 Award "Best Practice in Citizen Participation"
18th Edition
Medellín: Escuela Red de Formación para la Participación Ciudadana (Training Network School for Citizen Participation)
The Training Network School for Citizen Participation is an initiative that has been implemented in the city of Medellín since 2015 and is conceived as a scenario of confluence of citizens, organisational processes and institutions interested in finding alternatives to strengthen training as a forceful way towards an effective participation that transforms realities, influences decisions and builds democratic relations, growing from experience and exchange with the purpose of learning, teaching and influencing.
This strategy is expressed in a network that has the challenge of dynamising the articulation (flows) between the actors that participate in the formation of political subjects, with the aim of mobilising the ethical-political reflection of citizens, linking territorial strengths in terms of initiatives and trajectories of citizen transformation, community and social capitals and capacities; and qualifying social, political, community and citizen participation.
In order to qualify citizen training for participation, the Training Network School draws its work plans around five lines of action:
- Pedagogy: this line includes actions to identify, document, share and propose contents, methodologies and models of citizen training for participation.
- On-site accompaniment: this line is conceived within the framework of participation with a territorial approach and is linked to the presence and linkage of the Training Network School with the local scenarios in which the citizen training processes are carried out.
- Mobilisation and social dialogue: this line motivates the willingness of the participating actors of the Training Network School to meet and network and to carry out advocacy actions in the territory.
- Knowledge management: this is the line that challenges us to generate knowledge, document it and put it into circulation in order to strengthen citizen training for participation. It also gathers lessons learned from the experience of the Training Network School itself as a citizen initiative of articulation to a collective purpose.
- Generating and strengthening alliances (created in 2023): this line of action focuses on linkages with key actors to strengthen citizen participation in order to dynamise the processes of the strategy and contribute to its sustainability.
