The commune of Djougou is divided into twelve arrondissements, subdivided into one hundred and twenty-two villages and town districts. The capital of the department, it is the third most populous commune in the country, after the capital and Abomey Calavi. According to the 2013 general population census, Djougou had 267815 inhabitants. Its population, which has grown by 3.53% per annum, is estimated to reach 365,954 in 2022. Its urban population is 238,000.</p><p><img src=\"https://lh7-us.googleusercontent.com/JIaUACjrukUi3GJJSAlPq_Da8qC6RhF5lSAzLS4jF8-sWXhvFtEEw-E2YhvQFKuE4CTwe3XIdziYc5sGdPWc5FtJ5nLs1pqrowTHeHF_34CJKjfuRgYm6lJkXex8if7XkHay_hODLnX-eHCGK7DXaVU\" width=\"602\"></p><p>In 1950, on the eve of the country's independence, the town was equipped with a surface water reservoir known as the Djougou dam, designed to meet agro-pastoral needs. Located to the south-west of the town, it is wedged between the town and the outlying villages, which have been home to a classified forest since 1946. The dam had a wet, dense and varied ecosystem, with large, inexhaustible ponds that were its main water reservoirs. The largest of the ponds was sacred to the local people because of the crocodiles that lived there. In the 1980s, with the rapid growth of the population, drinking water began to run short. Faced with the pressing need for drinking water, the water dam was entrusted to the Société Nationale des Eaux du Bénin, which made it the main source of drinking water for the urban population.&nbsp;</p><p>Under the combined effects of the economic activities of the growing population and climate change, the dam's ecosystem is being attacked and destroyed. The dam, under attack from all sides, dried up completely in 2014. It was finally saved by the government, which cleaned up the bottom of the basin without, however, planning a programme to restore its ecosystem.&nbsp;</p><p>In 2020, with a view to preserving this main water resource, the Djougou Municipal Council decided to set up a Local Water Committee (CLE) for the first time, made up of the stakeholders involved in managing the dam. The CLE's main mission is to ensure the restoration of the dam's catchment area through the participation of all stakeholders. Thanks to this committee, the municipality has benefited from financial support from the German Cooperation (Agir Eau), which has enabled it to develop several activities to restore and preserve the dam's catchment area and ecosystem.</p>","es":"<p>El municipio de Djougou está situado en el noroeste de Benín, en el departamento de Donga. Situada al suroeste de la ciudad, está encajonada entre ésta y los pueblos de la periferia, que desde 1946 alberga un bosque clasificado. La presa tenía un ecosistema húmedo, denso y variado, con grandes estanques inagotables que eran sus principales depósitos de agua. El mayor de los estanques era sagrado para la población local por los cocodrilos que vivían en él. En la década de 1980, con el rápido crecimiento de la población, el agua potable empezó a escasear. Ante la acuciante necesidad de agua potable, la presa fue confiada a la Société Nationale des Eaux du Bénin, que la convirtió en la principal fuente de agua potable para la población urbana.&nbsp;</p><p>Bajo los efectos combinados de las actividades económicas de la creciente población y el cambio climático, el ecosistema de la presa está siendo atacado y destruido. Situé au Sud Ouest de la ville, il est coincé entre la ville et les villages périphériques abritant une forêt classée depuis 1946. Le barrage eut un écosystème humide, dense et varié avec des grosses mares intarissables qui étaient ses principaux réservoirs d'eau. La plus importante des marres avait un caractère sacré pour les populations du fait des crocodiles qui y vivaient. Dans les années 80, avec l'accroissement rapide de la population, l'eau potable commença à manquer. Face aux besoins pressant en eau potable, le barrage d'eau fut confié à la Société nationale des Eaux du Bénin qui en fit la principale source d'approvisionnement en eau potable de la population urbaine.&nbsp;</p><p>Sous les effets combinés des activités économiques des populations de plus en nombreuses et des changements climatiques, l'écosystème du barrage est agressé et détruit. La barrage assailli de toute part s'est asséché complètement en 2014. Il a été finalement sauvé par le gouvernement qui cura le fond de la cuvette sans toutefois prévoir un programme de restauration de son écosystème.&nbsp;</p><p>En vue de préserver cette principale ressource en eau, le Conseil communal de Djougou a décidé en 2020 de la mise en place pour la première fois d'un Comité local de l'Eau (CLE) composé des acteurs concernés par la gestion du barrage. La principale mission confiée au CLE est d'assurer la restauration du bassin hydrologique du barrage grâce à la participation de tous les acteurs.
