Luján de Cuyo: Getting to Know Luján
"Getting to Know Luján" is a citizen participation initiative that promotes dialogue among neighbors with different profiles while generating experiential learning. Its methodology strengthens the social fabric through strategic tours of the department, where participants interact with municipal officials and key local stakeholders, guided by a facilitator who fosters a friendly and informal environment, but centered around pre-established thematic areas related to government strategies and feedback generated by other associated initiatives.
Initially aimed at the general public, its impact has been greater on children, young people, and women—groups that have historically had less involvement in public decision-making. This has led to an effect of empowerment and ownership of public space, promoting civic values and strengthening the community. Since its implementation in 2019, it has reached an annual average of 2,200 participants (1.26% of the departmental population), with 495 attendees in January 2025 alone.
One of the innovative aspects of the program is its flexibility: it combines scheduled and on-demand tours, allowing neighbors and institutions to request it according to their needs. It also relies on communication and loyalty strategies, such as word of mouth, the viral spread of experiences on social media, partnerships with local leaders, and actions that allow participants to amplify and transmit prestige by generating elements such as experience videos and specific loyalty events. Additionally, complementary initiatives have been incorporated to promote co-construction of citizenship between officials and neighbors.
The impact of the program is measured using indicators of participation, citizen satisfaction, and strengthening of the social fabric, which supports a continuous improvement system. Its adaptable design has allowed it to evolve without losing its essence, establishing itself as a sustainable public policy over time. Its ability to generate spaces for dialogue, reinforce local identity, and encourage active participation positions it as an innovative model for building participatory local policies.
