2025 Award "Best Practice in Citizen Participation"
19th Edition
Azuay Province: Sports Schools
"Sports Schools of Azuay" is an initiative by the Provincial Government that aims to promote access to sports, citizen participation, and the development of youth leadership and a culture of peace. Through this program, 1,200 children and adolescents from rural and urban areas have had access to safe spaces for recreation and comprehensive training, contributing to reducing school dropout rates and strengthening social cohesion. The project was implemented in 24 prioritized territories, with a structured plan in three phases: territorial diagnosis (June-August), implementation (September-December), and continuous monitoring. It was carried out in partnership with parish and cantonal GADs, educational institutions, and community organizations, ensuring a participatory and sustainable model. The communication strategy included socialization on the ground by the Citizen Participation team, as well as the use of digital channels and community outreach. One of the most innovative aspects was the combination of sports with training in values, leadership, and a culture of peace, ensuring an impact beyond physical training.
In addition, gender equity and the inclusion of vulnerable sectors were prioritized, promoting equal access to development opportunities. The success of the project has driven its expansion, with a commitment to increase to 71 sports schools across the province by 2025, consolidating this initiative as a long-term public policy. Its impact on the institutionalization of participatory democracy has been key, actively involving the community in the planning and execution of the program. With this initiative, Azuay strengthens its commitment to youth welfare and the reinforcement of social cohesion through sports.
