Quien presenta la candidatura es la Alcaldía municipal de Chía, que es un municipio que forma parte el departamento de Cundinamarca, Colombia. Es una entidad territorial que garantiza los derechos de las comunidades que habitan este territorio, en este caso el derecho a la participación ciudadana de todas las poblaciones y ciclos de vida. Con este fin, cuenta con una “Secretaría de Participación Ciudadana y Acción Comunitaria”, dependencia que lidera, orienta y ejecuta los conceptos, metodologías y escenarios para la democracia participativa de manera diversa e incluyente.
